Biographical/Historical Note:     Bob Martinez, the fortieth Governor of Florida, served from 1987 to 1991.  Martinez was elected as nonpartisan Mayor of Tampa in 1979, without a runoff; he was reelected in 1983.  He served as President of the Florida League of Cities and was a member of the Board of Directors of the National League of Cities.  After being defeated by Lawton Chiles in the 1991 gubernatorial race, Martinez was appointed United States Drug Czar by President George Bush.
